Do Delicious bookmarks count as inbound links?

Question From User - Answers in Comments. Are links posted on social bookmarking sites like Delicious, Digg, Mixx considered as back-links by the search engines? For example if I take every single page on the website and bookmark it in Delicious with tags, will that boost my SEO in Google because of all the links?
