Mr. Hinzman, a member of the 82nd Airborne Division, left the Army for Canada in January 2004 and later became the first deserter to formally seek refuge there from the war in Iraq. He has been unable to obtain permanent immigrant status, and in November, the Supreme Court of Canada declined to hear an appeal of his case.
